TB patients crowd Sassoon, departments seek breathing space

indianexpress: The attempt to create space for TB patients from the General Hospital (Aundh Chest Hospital) at Sassoon General Hospital ran into problems on Monday with three department heads — ayurveda, plastic surgery and ophthalmology — shooting off a combined letter, objecting to the proposed move which they say would ‘destabilise’ the existing set-up. The department heads have cited potential infection of patients in their respective wards by multi-drug resistant (MDR) TB patients as the major cause for concern and asked the Dean to reconsider the proposal.

The letter by the department heads follows a letter sent by the Acting Dean of Sassoon Hospital on January 18 asking the Ayurveda department to shift out of its existing location in order to accommodate the TB ward. According to the Dean’s letter, the in-patient ward of the Ayurveda department has been directed to shift to the plastic surgery department, while its office and the out-patient ward have been asked to shift to the Paediatric department.
When contacted, the Acting Dean of Sassoon Hospital Dr Arun Jamkar said, “TB patients cannot cause infections to others. As human beings everybody is prone to infections. TB is rampant in our country and anybody can be infected whether he is patient or not. I have ordered to put 30 more beds in the Ayurveda Ward for emergency TB cases”.

Dr Jamkar added, “We don’t have any right to shift the TB Ward to Sassoon Hospital.’’ As per the January 18 letter, five men and women TB patients can be accommodated in the Ayurveda ward in case of emergency. The letter from the heads of department point out that 33 TB patients have been accommodated in the Ayurveda ward leading to overcrowding and setting off fears of infection to other patients.

The department heads in their letter said that allowing full-blown TB patients in the Ayurveda ward could prove to be a health hazard to about 120 patients there. Moreover, patients in the adjoining Skin and Plastic Surgery and Ophthalmology Units are facing serious health problems, they said

Pune institute on board for 2010 Games

indianexpress: The Commonwealth Games-2010 venue remains undecided as the Environment Ministry is yet to give a nod to a permanent Games Village on the Yamuna riverbed.

The Delhi Development Authority (DDA) was due to make a presentation before the ministry this week to answer its queries, but it has now asked the Central Water and Power Research Station (CWPRS), Pune, to make the presentation. With a central body (under the Ministry of Water Resources) like the CWPRS being involved, the authority is hopeful that it will be able to assuage the environmental concerns of the ministry.

At an internal meeting held last week, the authority had decided to rope in the CWPRS and asked it to conduct a model study, if needed.

However, keeping in view the importance of the clearance, it was later decided that the CWPRS would be the ideal choice to make the presentation, sources at the authority said.

The CWPRS had in the past conducted a model study of the Yamuna riverbed and the impact of flooding on it. “A bund had been constructed on the riverbed over which the Akshardham temple was built. Now the ministry is concerned about this second construction, the Games Village that is proposed on the land behind the temple.

RTO takes action against erring autos

indianexpress: After being reprimanded by the Bhurelal Committee for not keeping a tab on autorickshaws that have cancelled their registration but are still plying on city roads, the Regional Transport Office (RTO) has cracked a whip on over 200 auto-rickshaws between January 10 to 18.

According to the prosecution department, during the checks conducted by five squads of RTO, around 207 rickshaws were given memos.

“Around 62 scrapped autorickshaws were found to be operating withing city limits. Also 39 other autorickshaws who had obtained No Objection Certificates (NOCs) from the RTO to operate outside the city limits were found to be operational within the city limits,” said assistant regional transport officer (prosecution) Shyam Lohi.

Memos were also given to 11 autorickshaws, which were registered as non-transport vehicles and were operating without permits.

The RTO also fined around 74 autorickshaws for not carrying proper documents.

“We have fined the auto-rickshaws that were plying without permits in the city,” Lohi said. He also pointed out that the scrapped and non-transport ones had been seized by the transport authority.

MSRTC goes fuel efficient, cuts losses

indianexpress: THE Maharashtra State Road Transport Corporation (MSRTC) is in a makeover mood. A few months ago, after the regional divisions were told to attract more passengers under the Pravasi Wadhwa campaign, special efforts were made to make the commuters feel good. Those travelling from Pune to Mumbai were given water bottles and newspapers. Stickers equating commuters with gods appeared in the buses’ rear. In addition, a proposal to change the look of the drab red buses to a Volvo-style look is pending approval.

Besides all these efforts to increase revenue, the MSRTC is looking at cutting down losses by curtailing expenditure on purchasing diesel, rationalising routes and wooing commuters. “The losses have come down from Rs 39.90 crore in 2005-06 to Rs 5.72 crore this year,” said MSRTC secretary S D Sonawane.

The transport body has stopped buying diesel from cities due to higher octroi and sales tax. “Whenever our buses make trips to rural areas, they fill their tanks along the highway where the fuel is cheaper,” Sonawane said. At present, the MSRTC buses buy most of the diesel from Panvel and Shahapur near Thane. They have managed to save over Rs 5 crore from its exercise of filling fuel from rural areas, he added.

Rs 11,000 cr for third phase of AIDS plan

indianexpress: AS efforts are on to halt and reverse the AIDS epidemic in India over the next five years, hopes are now pinned on the third phase of the National AIDS Control Programme (NACP-III) that will officially be launched on April 1 this year. K Sujatha Rao, Director General, National AIDS Control Organisation (NACO), when contacted, told Pune Newsline that a whopping Rs 11,000 crore will be spent on the programme.

During the NACP-II, the government had allocated a budgetary amount of Rs 2,065 crore.

The amount has quadrupled during the NACP-III, points Suresh Kumar, Director, Finance, NACO.

While agencies like WB, DFID, USAID, UNDP and Global Fund have promised Rs 23 crore, a major chunk of the said amount — an approximate Rs 3,000 crore — comes from the Bill and Melinda Gates Foundation and ILO. The GOI will provide one-third of the amount to the tune of Rs 8000 crore.

The first phase of NACP-I began in 1992 followed by NACP-II in 1999. While the third phase was scheduled to be launched in April last year, a delay due to internal matters will now see it open on April 1, says Kumar.

IBM Offers Business-Friendly Social Networking Tool

TechNewsWorld: The Lotus Connections platform, which Big Blue calls the “first business-ready social software platform,” comes with instant messaging and other communications tools that IBM said will work with Microsoft-based networks. Employees can create communities and then allow others to join, creating a more controlled social networking environment.

Big Blue is billing its Lotus Connections platform as the “first business-ready social software platform,” saying it is one part of a broader array of Lotus offerings meant to take advantage of real-time presence and communications capabilities.

Whereas several social networking sites aim at helping businesspeople build connections to enhance their careers and business prospects, Connections can provide corporations with ways to control what employees do in the social networking arena.

Connections will also fold into other so-called Web 2.0 capabilities, including Web page bookmark sharing tools, or tagging, and a blog search function.

“Enterprise-ready social software, portals, e-mail, integrated document collaboration and unified communications are all strongly linked elements of Lotus’ open software portfolio,” said Michael Rhodin, general manager of IBM Lotus.

The software package — which debuted at IBM’s annual Lotusphere conference in Orlando, Fla. — also includes Lotus Quick, a collaborative content creation platform and an upgrade to Lotus Sametime.

Google Expanding Library Project

TechTree: Google has announced that it is expanding its Google Books Library Project (e-book) catalog by adding more than a million books from the University of Texas in Austin.

The university’s collection of books and manuscripts, including that which covers early Latin American history, will be converted into digital format and added to e-book.

The Google Book Search project was initiated in 2004 with the aim of scanning every literary work, transforming into digital format, and making it available online.

Apart from the University of Texas, the other institutions that are a part of this initiative are the New York Public Library Harvard, Oxford, Complutense of Madrid, and the University of California.

The kind of work stored on Google’s searchable database includes classic works in the public domain, and copyrighted books. However, in a modification of the e-book, Google has decided to offer only summaries of copyrighted works along with information regarding where to buy or borrow the books.

Presently, Google e-book favors English but it has reportedly promised to come out with a French version.

According to reports, the library project has put Google into a spot. The company is being sued by some institutions like the Authors Guild and the Association of American Publishers over its deal with major libraries to scan their collections. The publishers are of the view that the deal violates the copyright act, and that the company should seek permission before scanning the works.

Now Internet Code to Protect Privacy

TechTree: Microsoft, Google, Yahoo!, and Vodafone have signed an agreement with online activists, human rights groups, and press freedom groups to draw up an Internet code of conduct to protect free speech and privacy of Web users.

These four companies will together develop a code of conduct with a coalition of nongovernmental organizations (NGOs) to promote freedom of expression and privacy rights. Besides, they will establish a set of rules that will govern how they deal with censorship and other restrictions on human rights.

In a joint statement, the companies said that they aim to come up with a code of conduct by the end of this year that would counter such trends as the increased jailing of Internet journalists, monitoring of legitimate online activity, and censorship. They would also develop a framework that would hold signatories accountable for their actions in the areas of freedom of expression and privacy rights.

According to a Google spokesman, Google has helped initiate this process as part of their commitment to protecting human rights and privacy of their users around the world. And, they look forward to working with all the parties in an effort to arrive at global principles that can help them protect Internet users in countries that seek to curtail free expression.

As per the latest reports, talks are being led by the Washington-based Center for Democracy and Technology, and the San Francisco-based Business for Social Responsibility. Both the organizations are trying to craft a code to hold companies accountable if they cooperate with governments to suppress free speech or violate human rights.

Linux Groups to Unite Vs Microsoft

TechTree: The Open Source Development Labs and the Free Standards Group, two major forces behind the drive for commercialization of Linux, will merge to form a new all-embracing group.

Due for announcement today, the new group is called Linux Foundation, which is being backed by major vendors, including IBM, HP, Oracle, Novell, and Intel. The group will have 70 vendor sponsors in all, with members, including Fujitsu, Hitachi, and NEC.

In this way, two groups committed to the business adoption of Linux will merge to streamline operations, and represent Linux versus its challengers with one voice. And the main mission of the new organization is to help the Linux community compete more effectively against its closed source opponent, Microsoft.

In a statement, James Zemlin, Executive Director of the Linux Foundation, said that it is really a two-horse race now, with computing dominated by two operating-system platforms, Linux and Windows. There are things that Microsoft does well in terms of promoting Windows, providing legal protection, and standardizing Windows. And the things that Microsoft does well are things they need to do well that is to promote, protect, and standardize Linux.

Linux Foundation will also provide jobs for key developers of the Linux kernel, including the original Linux creator, Linus Torvalds, who previously worked for Open Source Development Labs. Another major goal of the Linux Foundation will be to ensure consistency across all main Linux distributions to prevent forking, as was the case with Unix in the 1980s.

Small.DAM Poses as News on Storm

TechTree: Close-on-the-heels of winds of over 200 kph that tore through Eastern Europe late last week, leaving behind a trail of death and destruction, the World Wide Web now has a new worm doing the rounds - disguised as news about the European storm.

The e-mail with the subject line, “230 dead as storm batters Europe” contains a malicious virus, and according to F-secure, this “Storm Worm” is almost as large as some of the big attacks in 2006.

In addition to the headline, “230 dead as storm batters Europe”, the spam uses a number of other provocative headlines. Attachments may be with the following filenames: “Full Clip.exe”; “Full Story.exe”; “Read More.exe”; and “Video.exe”.

The new virus, called “Small.DAM,” is a Trojan, a program, or message that looks benign but contains malicious code, which is installed in the users’ PC when he/she opens the e-mail, and clicks on an attachment. Once inside the machine, the Trojan creates a backdoor that can be exploited later by the malware author.

According to Mikko Hypponen, Chief Research Officer of F-Secure, “Trojan assaults of this scale are an unfortunate and increasingly common event. What is significant here though is the timely nature of this assault in relation to the European storm. Malware gangs are clearly using every technique, and even tragedies like this to gain access to vulnerable machines.”
