indianexpress: Maharashtra Navnirman Sena (MNS) president Raj Thackeray has expressed doubts whether Bal Thackeray and Sharad Pawar will join hands in Pune. When asked about the new political equations or development initiatives that were likely in the state, especially Pune, if the Sena chief and Pawar come together, he said, “Will they? If this is really so then it is better not to ask further questions. There is no point in others speculating over this issue.”
The Congress and NCP are natural allies, he said, adding, “One shouldn’t be surprised if the two come together even after the just concluded bitter campaign. Even the last time (PMC elections in 2002) they fought against one another and came together when the need arose”.

Thackeray refused to reveal which party the MNS will side with eventually, saying the right decision will be taken at the right time regarding Pune and Nashik. “The decision will be taken in Mumbai,” he said.
He, however, sought to clear the air regarding which way the successful MNS candidates go with rival political parties desperate to increase the numbers in PMC and said: “I will not use my elected candidates for bargaining or blackmailing.”

indianexpress: Giving a major boost to research being conducted at the college level, the Pune University has sanctioned Rs 5.25 crore from the University corpus to fund 327 research projects at affiliated colleges in three districts—Pune, Ahmednagar and Nashik.
This was announced by University Vice Chancellor Narendra Jadhav and Board of College and University Development (BCUD) director Pandit Vidyasagar. “Till now, only research projects within the University were being sanctioned. This is the first time in the country that such an initiative is being taken, where college level research projects are being funded,” said Vidyasagar.
While Rs 5.25 crore had been sanctioned for a two-year period, Rs 4.87 crores has already been mobilised for the projects. “This amount will be increased after two years,” Jadhav said. Each project will receive funding ranging from Rs 75,000 to Rs 3 lakh.
The research projects cut across Science, Engineering, Computer Application, Pharmacy, Mental/Moral sciences and Commerce. Jadhav stressed that all the research proposals had been assessed purely on merit, and efforts had been made to give equal weightage to all streams, including social and pure sciences. This is significant, since the University has often been accused of preferring sciences and neglecting humanities.

indianexpress: Nearly a fortnight after the much-awaited opening of the cyber crime lab — the fourth in the country — it continues to be non-functional. In fact, the police officials have turned the lab into a computer training institute for its staff. The reason, according to officials, is lack of software for detecting cyber crimes.
“The lab is proving to be no better than a computer training institute for police officials and no other functions are being carried out in the lab,” a senior police official said.
Deputy commissioner of police (Economic Offences Wing) Sunil Phulari, who is in charge of the lab, did admit that they did not have the requisite software installed to track cyber crimes. “How can we investigate cyber crimes when we do not have the software to track cyber criminals and terror mails. Right now, we are training our men in basics of cyber crime and information technology,” he said.
With increasing rise in cyber crime and Pune coming on the terror map with links being established with the city, the need for a cyber crime lab was felt. National Association of Software and Services Companies (Nasscom) in association with the Pune police set it up at a cost of Rs 40 lakh and aims to develop it as a regional hub for training and investigating cyber crimes in Pune and adjoining districts of Solapur, Kolhapur, Nashik and Aurangabad.

indianexpress: The Pune Municipal Corporation’s ‘Unwire Pune’ project has been put on hold for the Centre to finalise policy for allocating spectrum for Wi-Max. Last March, the PMC had announced its decision to provide Wi-Max facility in the city within a year’s time.
However, the Wi-Max proposed by PMC appointed consultant Intel had frequency bands that are being used by defence agencies and Indian Space Research Organisation. Therefore, the Centre is planning a standard policy for spectrum allocation across the country.
Municipal commissioner Nitin Kareer said the project was on track and would be implemented immediately after the policy is finalised.

indianexpress: Even as the election of Pune Municipal Corporation (PMC) former standing committee chairman Rashid Shaikh Harkanagar ward has been challenged on the grounds that he has three children, district collector Prabhakar Deshmukh has disqualified Balu Lahu Chaudhari, a member of Keshav Nagar gram panchayat near Mundhawa, for the same reason. In fact, orders pertaining to Chaudhari’s disqualification were issued in the last week of January, during pretty much the same time that Shaikh’s case was filed in the Bombay High Court.
Chaudhari became the father of a third child on August 21, last year. Harishchandra Shankar Kodre, president of Bharatiya Janata Party’s Keshavnagar unit, had moved an application before the district collector praying for Chaudhari’s disqualification on the same day. A Mundhawa resident, Dnyanoba Shankar Kodre, had also moved a similar application later on September 9. In his order, Deshmukh has stated that Chaudhari has been disqualified from contesting future elections.
Meanwhile, Shaikh, though elected to the PMC by a margin of 436 in the February 1 civic polls, had his nomination questioned by rival candidate Mushtaq Sallauddin Sayyed. The case is still pending before the court. Sayyed had raised objection to the affidavit submitted by Shaikh along with his nomination form which said that he had only two children. Sayyed demanded that Shaikh’s nomination be considered invalid as the latter had three children.

indianexpress: Keeping his promise of providing running water round the clock in Pimpri-Chinchwad, Municipal Commissioner Dilip Band said the residents in upmarket Pradhikaran will start getting water all day round from February 28.
“Nearly 5,000 water meters have been installed in Pradhikaran area. Soon, the work of installing 6,500 water meters will be completed. After that, from February 28, PCMC will provide 24 hours water every day.”
Two months ago, the PCMC administration began installing water meters. It plans to install over 85,000 water meters at every house at a cost of Rs 25 crore. Band said the meters are being installed at residential places for free. “We don’t need to charge the residents for installing meters as we are getting the amount under Jawaharlal Nehru National Urban Renewal Mission.” He said bills would be sent to residents from April. The maintenance work of the water meters has been given to a private contractor.
Band said for Rs 2.50, every family will get 1,000 litres of water. “For one paisa, the PCMC will supply four litres of water to a family,” he said.

Techtree: Bird Information Systems (BIS), a leading provider of automated travel solutions, has announced use of its Web check-in application service for the national carrier, ‘Indian’.
Indian will adopt this state-of-the-art BIS technology, and will brand it as “i Check-in” service.
It is learnt that the “i Check-in” service will allow passengers holding e-tickets to check-in from the comfort of their home or office, thereby saving a lot of their time.
The service works by presenting the passenger a simple user-friendly Web check-in option on the Internet booking engine of ‘Indian’ (www.indianairlines.in). The passenger needs to enter basic booking details, and with a few clicks he/she can avail the boarding pass right from his desktop. cnn: Keeping information secure in this age of laptop-lugging workers is the tech industry’s most formidable challenge, Microsoft Corp. Chairman Bill Gates says.
Speaking Tuesday to an annual gathering of 15,000 computer security experts in San Francisco, Gates invoked the metaphor of a medieval castle to explain the problem: Programmers build bigger moats and thicker fortress walls — but they don’t bother to protect the corporate crown jewels when members of their fiefdom exit the castle and leave the drawbridge open.
“We used to think of the data center as a glass house that was very isolated,” Gates said. “But if we look (at) what actually goes on — consultants come into your company, employees who are not onsite need full access — we cannot think of that glass house as the way to define what can connect to what. We need a far more powerful paradigm.”
Gates repeated Microsoft’s claim that Windows Vista, which launched last month, was the most secure operating system in the company’s history. But he acknowledged that all software has “weak links” — particularly when thieves steal servers with confidential information, or when employees use simple, obvious passwords on multiple accounts.
Instead of passwords, Gates favors “public key certificates” — combinations of digital signatures and other identifying information such as a person’s name, address, Social Security number and other data. He calls it the “identity metasystem.”
“We all struggle to remember an ever-growing number of user names and passwords as we move between systems at work and home,” Gates wrote Tuesday in a message posted on the company’s Web site. “Because it is unlikely that a single digital identity system or technology will be universally adopted, a different approach is required.”
