Want a passport? Wait for 95 days

indianexpress:  At a time when the government is making it easy and simple to get passports, in Pune the story is altogether different. The regional passport office here that caters to six districts has over 2,201 pending applications (on a quarterly basis) with it and disposes them off with a time lag of over three months.

On an average, there are 8,845 applications received from the six districts — Pune, Satara, Solapur, Kolhapur, Sangli and Ahmednagar — every month. Though the passports are supposed to be issued within a month, the regional office here takes at least 95 days to issue them. The reason: Shortage of staff, with only 28 employees catering to the 8,000-odd applications every month.

The inefficiency of the regional passport office came to light after Right to Information (RTI) activist Vihar Shivajirao Durve sought information on the delay in issuing passports. “There is no public information officer (PIO) to accept the RTI application. I had to send it via a registered post to the superintendent of the passport office,” Durve told Pune Newsline.

In response, passport office superintendent M M Dhoipode has blamed lack of staff for the delay in issuing passports. Besides, he has said that the application has to go through 13 tables before the passport is issued — the earliest being 45 days. But that too comes with a catch: It will be issued within 45 days “subject to clear police verification report in time.”

As to the queries of the number of complaints lodged by the citizens against the department, the remedial measures taken to clear the pending applications and disciplinary action, if any, taken against the erring officials, Dhoipode has a standard one-word answer: “Regretted”.

Now, Hamara Bajaj comes to your doorstep

indianexpress: Perhaps for the first time in the country, people can now order bikes online and get it delivered at their doorsteps. Started exclusively for Pune residents on a trial basis, Bajaj Auto’s unique offer allows people to log on to the company website and order any of the bikes on offer.

“We have launched the service for the first time in the country on a pilot basis, exclusively for Pune residents a week ago. We have so far sold one bike through this service,” Bajaj Auto executive director Sanjiv Bajaj said.

With the exception of Pulsar 200 and 220, the e-biking facility is being offered on the entire range of Bajaj’s two-wheelers.

The service allows one to browse through product details of Bajaj motorbikes online, get a break-up of prices and ask for test rides of the desired vehicle. A trained representative of the company then visits the customer to take the transaction forward, a process that includes everything from processing financing deals and possible exchange of old bikes to final delivery of the product — all within 24-48 hours.

“We noticed that many working professionals, particularly in the IT sector, just don’t have the time to make repeated trips to dealers to test ride bikes and undertake the process of documentation of the vehicle. So, rather than have the consumer come to us, we decided to take all our services to the consumer at his doorstep,” vice-president (Sales and Marketing) S Sridhar said.

‘Pune is a living hell for animals’

indianexpress: Animal rights activist and Member of Parliament Maneka Gandhi on Sunday slammed Pune as a ‘living hell’ for animals. However in the same breath she lauded the efforts of city-based organisations like Indian Herpetological Society (IHF) and Blue Cross Society, besides the individual efforts of Lila Parulekar for the welfare of animals.

“There were organsiations like the IHF and Blue Cross who were doing commendable work to prevent cruelty to animals.

But social organisations like the Jain Shwetamber Murtipujak Yuval Mahasangh should help them financially,” she said after expressing distress on the manner in which the Pune municipal administration poisoned stray animals.

Gandhi was speaking at an awards function organised by the Shri Jain Shwetambar Murtypooja Yuvak Mahasangh at the Oswal Bandhu Samaj Karyalaya.

“It is high time the Jain organisations go beyond running ‘goshalas’ (cow shelters) and donating funds for temple building. They should help animal rights activists and organisations and stop investing in companies trading sea food or promoting animal slaughter,” she said.

She urged citizens to form vigilance committees to stop the illegal trade of animals in urban India. “It is the animal trade that is causing the hunting and slaughter of animals in the jungles,” she added.

PMT routes changed for Shivjayanti procession

indianexpress:  The Pune Municipal Corporation (PMC) has changed the routes of the PMT buses after 3 pm on Monday in view of the Shivjayanti celebration processions that will pass through Bhavani Mata Mandir, Ramoshi Gate, Sant Kabir Chowk via Nana Peth to Laxmi Road, Sonya Maruti Chowk, Moti Chowk, Phadke Haud, Jijamata Udyan and Shaniwar Wada areas of the city.

The PMC has requested the public to take note of the changed bus routes in view of the procession. Bus route no. 180 and 181on Bhavani Mata Mandir and Ramoshi Gate Chowki will be operational from MG Road to Na Ta Wadi Depot, bus routes 5, 65, 67,140 on Nehru Road will be operational from Swargate to Poona Station, bus routes 49, 57,75, 81, 94,108,143,144, 283 on Poona Station to Laxmi Road will be operational from Poona Station Gadi Tal to Junabazaar, bus route 3 on Pawale Chowk will be operational from Poona Station to Swargate, bus routes 23, 24, 31 from Pune Station, Maharana Pratap Road to Kasture Chowk will be operational from Poona Station to Swargate via Shankar Sheth Road, bus routes 2, 0, 11, 13, 14, 15, 18, 19, 21, 30, 32, 33, 37, 38, 62, 63, 88, 113, 130, 296, 297 and 298 on Bajirao and Shivaji Road will be operational from Swargate to Shivaji Nagar and bus routes 17, 47, 50, 52, 53, 54 on Surya Hospital Stand will be completely closed for the traffic.

The normal functioning of the bus routes will resume after the procession gets over late in the evening, a press communique said

50 km from Pune, women groom for elections two years in advance

indianexpress:  Nearly 50 km away from Pune, there is a silent revolution taking place to train and prepare village folk, especially women, to be ready for the assembly and general elections. Started six months ago by a city-based NGO called Masum, the idea is to educate villagers on their rights and responsibilities as voters as well as elected representatives in the gram sabha and gram panchayat.

“We started the programme for all the villagers, but there has been a much better response from the women,” says Pratibha Gavli, a volunteer with the NGO. “Though we find women have a presence in the gram panchayat and gram sabha, they have no say in the bodies. Many of them are not even informed of the meetings. Hence, this movement to let everyone know about the functioning of these government bodies, the rights and duties of the gram adhikari, budget allocations, financial declarations that the elected representatives need to make and so on.”

The results have started showing with women questioning some of the decisions. “Earlier, when I would attend the gram panchayat meetings, it was usually as a mute spectator. But now I not only understand the talks, but also raise questions on some of the issues,” says Malan Gadre, upsarpanch of Tekawade village for the past two years.

For instance, when a handpump was being fitted near her house, the labourers demanded money from the residents. “But I knew about the water tax we pay, so I protested and insisted that they fix the pump without any charge or else give us a receipt for it,” said the housewife-cum-politician who has been a regular at these workshops.

Cash stolen from school

indianexpress:  Ram Narayan Zagade (56), a resident of Yogi Society, Dhankawdi in a complaint lodged with the Wanawdi Police said that some unidentified thieves stole cash of Rs 49,000 from the Haribhau Girme High School in Wanawdi Bazar on Saturday morning. Zagade who is the principal of the school further added in his complaint that the thieves stole the cash which was meant for scholarships and computer fees of the students. According to the police, the thieves broke open the door latch of the office where the money was kept and decamped with the booty

First million OLPC laptops ordered, 2500 test units readied

itwire: Five million to come by the end of the year, and 2500 to be sent out by the end of the month, the OLPC ‘XO’ laptop still costs US $50 more to manufacture than the stated US $100 goal, but draws ever nearer to the success of a multi-million global mass rollout.
 
With five million XO’s to be built in July for shipping to eight nations by the end of the year, including Argentina, Brazil, Libya, Nigeria, Rwanda, Thailand and Uruguay, 2500 test laptops will be sent out to participating countries by the end of the month for the second round of actual in-field use with children.

Thailand was reported to have pulled out of the project following the coup, but after OLPC representatives visited Thailand, the new government has decided to re-join the project.

While the laptops cost US $150 to manufacture, US $50 more than the goal of the US $100 laptop, One Laptop Per Child (OLPC) representatives say they’ll keep the specifications of the OLPC laptop stable to drive costs down, rather than add new features, to reach the US $100 goal.

This is expected to be achieved by 2010, when 150 million XO laptops are expected to be shipped across the globe – something that’s been said to be worrying Microsoft a little due to the fact so many laptops out there won’t be running Microsoft Windows, although how seriously Microsoft takes this is unknown – it was reported several months ago that Nicholas Negroponte had invited Microsoft to develop a version of Windows suitable for the device and that Microsoft was looking into it.

Success: NASA’s five THEMIS satellites launch into space

itwire: Five THEMIS satellites crucial to understanding solar winds and space storms which can affect spacecraft and astronauts have successfully launched into space from the Cape Canaveral Air Force Station in Florida.

NASA has reported that they’ve taken multitasking to new heights and have launched the five THEMIS satellites aboard a single Delta II rocket from Cape Canaveral Air Force Station in Florida at 6:01 p.m. EST.

The Delta II rocket raced into space on the flaming power of three rocket stages and nine solid rocket motors, after which the THEMIS satellites soon after dispersed around Earth to monitor auroras like the Northern Lights.

NASA reports that they are “undertaking the mission to investigate what causes auroras in the Earth’s atmosphere to change in appearance and dissipate. Discovering why the light of auroras can fluctuate and fade will provide scientists with important details on how the planet’s protective magnetosphere works and on the sun-Earth connection”.

According to NASA, THEMIS is a mission to investigate what causes auroras in the Earth’s atmosphere to dramatically change from slowly shimmering waves of light to wildly shifting streaks of color. Discovering what causes auroras to change will provide scientists with important details on how the planet’s magnetosphere works and the important Sun-Earth connection.

Robot hunts ‘the Elvis of extinct birds’

timsonline: The world’s first robotic twitcher has been deployed to one of America’s most inhospitable swamps to join the search for the holy grail of birdwatching: an iconic woodpecker so rare that it was thought to be extinct for more than half a century.

The ivory-billed woodpecker, sometimes known as the Lord God bird because of its spectacular plumage, had last been spotted in 1944 before a possible sighting of a bird with its markings was reported in the Cache River national wildlife reserve, in Arkansas, in February 2004.

A fleeting image of the bird was then captured on video, and ornithologists recorded its characteristic drumming sounds, prompting Frank Gill, of the Audubon Society, the leading American bird conservation group, to declare its rediscovery to be “kind of like finding Elvis.”

However, the ivory bill’s survival has been disputed by sceptics, who argue that the bird in the video could be another bird, the pileated woodpecker.

The continuing controversy has prompted scientists to turn to new robotic technology in an effort to capture evidence: a high-resolution film of the Lord God bird in full flight.

“The problem with field biology is that it is very inefficient,” said Ken Goldberg, of the University of California, Berkeley, who led the team that designed the robot birdwatcher. “You have to go somewhere remote, sit for long periods in the cold, it is lonely, costly, and it can be downright dangerous. The presence of a researcher can also affect the presence of the species you are trying to help.

“Robots can help by watching right through the mosquito season and the snake season, if they can be made smart enough to make decisions and process data in real time.”

Viacom to challenge YouTube with video venture

itwire: After demanding the removal of thousands of clips from YouTube, Viacom plans to let people post almost any video from MTV-owned websites on their own blogs and sites.

Viacom already allows visitors to several MTV websites, including Comedy Central, to add video clips to their own sites in a similar fashion to YouTube. The new deal will enable Viacom to recapture viewers who had been going to YouTube to watch Viacom content such as Jon Stewart’s “Daily Show” and MTV’s “Pimp My Ride”.

Viacom, owner of MTV Networks and Paramount movie studio, recently demanded Google-owned YouTube remove more than 100,000 video clips after the two firms failed to reach a distribution deal. Meanwhile YouTube is set to host classic television shows such as “I Spy” and “Gumby” under a deal with Digital Music Group. 

The move by Viacom comes as MTV Networks plans to slash around 250 jobs in the US to cut costs and invest in its “television and digital future,” according to an internal memo.
