indianexpress: Open spaces in the city seem to be under siege by the city police, no matter that some of these are owned by the state government itself. Close on the heels of the case of the Wanawdi Police encroaching on land owned by UCO Bank for 17 long years coming to be known, another instance of unauthorised and illegal occupation - this time round by the Hadapsar Traffic Police - has been brought to light.
Unlike in the earlier case, it is the state government itself that had to bear the brunt of the police encroachment - the State Irrigation Department, this time the illegal occupation has been going on for eight years, since 1999.
The irregularities of the Hadapsar traffic police came to light after an Right to Information (RTI) activist sought information on the illegal construction of traffic chowki on the irrigation land at Survey No 152/1, Hadapsar on Pune-Solapur Road. In reply to the RTI query, Executive Engineer of Khadakvasla Irrigation Department said the structure was illegal with no prior permission taken by the police department.
The Irrigation Department has till date served four notices to the Police asking them to demolish the illegal construction at the earliest. However, neither the police has bothered to reply to the demand nor removed the unauthorised construction despite. This, despite the Irrigation Department notices categorically stating that unauthorised construction on government land without permission was a crime.
Instead, the police have secured this area and turned the earlier makeshift temporary shed set up in 1999 into a cement concrete structure with a fencing on all sides. As if adding insult to injury, the traffic police have begun utilising the adjoining land for parking towing tempos, dumping unclaimed and towed vehicles there.
Also, the Traffic Police have managed to procure electricity connection from the state electricity board that too in the name of Assistant Commissioner of Police, Hadapsar Division, with monthly electricity bills being paid by the City Police Commissioner’s office. As per rules, electricity connection is provided only to those who can prove ownership of land.

indianexpress: Slamming the state government in general and Chief Minister Vilasrao Deshmukh in particular for ignoring the water problem in the state, executive chairperson of Maharashtra Pani Parishad, Balasaheb Vikhe-Patil on Saturday demanded an immediate survey of dams, river water-linking and initiating of projects.
“If the water problems in the state are solved, agriculture problems and farmers suicides too will stop,” he said.
Vikhe-Patil said the state should target to provide an additional 680 TMC water to cater to 25 lakh hectare of land in the region that will help create jobs for 1.5 crore people.
Currently the area under irrigation in the state is 225 lakh hectares. Vikhe-Patil also suggested that Godavari and its tributaries be given priority in the survey. “Only 4.6 per cent of Vidarbha and Marathwada region is under irrigation. The survey will help in tapping more water,” he said.
Discussions regarding planning of water and irrigation in the state were organised at the Vikhe-Patil Foundation by the MPP, in the wake of preparation of the Central Budget and 11th Five Year Plan. Vikhe-Patil said that the National Water Development Authority had sent letters to all the states to initiate the survey but it was only Mahrashtra whose letter the authority had not received. “The state government lacks the will and aggression to solve the water and irrigation problem,” he said.

indianexpress: Vanita Hadke, 16, walks 14 km to school every day. With no slippers to protect her feet from the sun-scorched tar roads, she braves the commute through arid, deserted landscape just to be in school — a journey that takes her no less than three hours, one way.
For several students like Hadke in the tribal belt of Maval taluka, who fight against all odds to complete their education at Maval’s only secondary school - Varsubai Madhyamik Vidyalaya at Malegaon Budruk –each day at school is a new victory.
Today, moved by their grit and perseverance in following their dream, Hinjewadi-based valve-manufacturing company Virgo Engineers has volunteered to adopt the school, not only providing bicycles to students like Hadke, but facilitating a complete makeover of the school, which is plagued by problems of poor infrastructure and a growing drop-out rate.
“With a total student population of just 53 students, the school runs three classes for standard VIII, IX and X. While the passing percentage is barely 20 per cent, the dropout rate is also very high, with only ten of every 50 students making it to standard X,” says principal Rajesh Gaikwad.
With no electricity except a single supply line to the principal’s makeshift office, students are forced to study in unlit classrooms. This situation is worse for the standard X boys who sleep in the school, spending the night in classrooms that leak during the monsoon. A rickety bamboo-walled library-cum-staff room and open play area add to the dingy classrooms, and all civilization — including a doctor — is miles away.
Alerted to the school’s plight by reports in a local newspaper, Virgo Engineers rose to the task of adopting the school, and through detailed surveys of the school facilities, and the requirements projected by the school authorities, worked out a plan of action spanning the next two years.
“This would involve painting the school building, providing the necessary furniture including benches and bookshelves, as well any other kind of support required by the school,” says Virgo director VR Jayaraman.

indianexpress: Reacting to recent news reports about the Pune Cantonment Board (PCB) CEO SK Sardana being rapped by a former president of the board for recommending an inquiry against a suspended official without his knowledge, newly appointed PCB President, Brigadier RJ Sharma said he would comment on the issue only after studying it.
Brig Sharma said: “Right now, I cannot comment on the letter.” He was addressing media persons on the sidelines of first General Body meeting held under his chairmanship.
Brig VK Bhatt, who was the officiating president of the board for a month in January, had written a strongly-worded letter saying that while he had approved the suspension of former chief revenue officer SM Pillay, no inquiry had been ordered by him into the matter.
The letter addressed to the Sardana said Bhatt was shocked to see the minutes of the meeting that were circulated to him indicating an inquiry. A copy of the letter is available with Pune Newsline. Pillay was suspended, among other reasons, for brokering a property tax deal that allegedly caused a loss of several crores of rupees to the board.
The letter further says that the inquiry was null and void as it had not been passed by Bhatt and had to be deleted from the CBR.
“You have not produced any preliminary investigation reports into the alleged losses in front of the board or the undersigned till date which is a prerequisite under rule 14 inquiry,” Brig Bhatt said in the letter. He also directed the CEO to bring up the matter before the board at the earliest.

indianexpress: Residents of Warje will stage a rasta roko on Sunday demanding construction of service roads on the Katraj-Dehu Road by-pass. The protest organised by the the Warje-Malwadi Vikas Samiti will be held at Highway Chowk at 10 am. The samiti has threatened to hold the protest till the service road is constructed.
The by-pass is a part of Pune-Bangalore national highway. Addressing a press conference, Sachin Dodake, member of the samiti said that the National Highway Association of India had given assurance to construct a service road for local traffic. However six years later, there are signs of any development on the issue. “The by-pass has become a virtual death trap,” he said.
Dodake added that residents of Popularnagar, Runwal, Giridharnagar, Shantiniketan, Atulnagar, Aditya Garden, Wayla society and Sairam park have no option but to use the national highway for daily commuting. “More than 142 lives have been claimed so far,” he said.
Dodake pointed out that in the past few years the Pune Municipal Corporation (PMC) had allowed a number of buildings to come up in the area even though there was no approach road. “Owing to the builder lobby pressure, the PMC has considered the national highway as the approach road,” he said. The samiti has also demanded inquiry into how these constructions were allowed to come up in the first place.

indianexpress: An eighty-year-old woman was attacked at her residence in Camp by an unidentified robber on Saturday afternoon. Senior citizen Bhagwati Parashram Manwani was alone in the flat located in building number 2 in Tulsidas Apartments near JJ Garden in Camp, when an unidentified robber entered the house asking for water to drink. Moments later, he attacked her with a shoe injuring her on the head and face.
She has been admitted to Jehangir Hospital where doctors described her condition to be stable and out of danger. According to the police, Bhagwati, a Non Resident Indian from Spain, was staying in Pune since December 22. She had come to attend her grand daughter’s marriage and decided to stay on. Her four daughters and a son have settled in Spain. Her husband died a year and half ago.
Cantonment police inspector Krushna Magdum said, “Bhagwati is an NRI and was in the city to attend the marriage of her grand daughter.The marriage took place on December 22 and since then she has been staying in their flat in Pune. All her family members including her daughters and son had left for Spain after the marriage. She was to travel to Spain at a later date this month. However, an unidentified robber hit her with a shoe resulting in a head injury. He stole two gold bangles, a gold chain and two earnings. Investigation are on and we will soon track down the culprit.”

indianexpress: Located at a picturesque spot at the foothills of Sinhagad fort, Hotel Holiday Inn was one of the most happening places in the vicinity till the third week of January. For the hotel, the business end of the week started on Friday, picked up pace on Saturday before winding up late on Sunday night or in the wee hours of Monday morning. Today, this hotel wears a deserted look, just as is the case with at least 40 other hotels and lodges on Sinhagad road.
The reason: A crackdown by District Superintendent of Police (Pune rural) Vishwas Nangare Patil on January 21 that led to the police picking up 102 couples from 35 hotels/ lodges there. Though the police filed cases of obscene behaviour in public places against the couples, no case of immoral trafficking has been filed against any one of them.
However, the police may soon urge the District Collector to close down the hotels and lodges operating “illegally” in Khadakvasla, Sinhagad Khanapur and Panshet areas.
Additional Superintendent of Police (Pune, Rural) Ashok Morale admitted that such a move was planned. “We are collecting information on cases filed against hotels and lodges for illegal operations to prepare a formal proposal. The proposal will be sent to the District Collector,” he said.
The move is slated to be opposed by the hotel owners who are already worried about the loss of business ever since the police crackdown and its effect on the local economy.

technewsworld: The DST change will be here soon — clocks will “spring forward” an hour on March 11 and not “fall behind” an hour until Nov. 4 — but the change wasn’t sprung on the world suddenly. It was authorized in a new Energy Policy Act signed into law by President Bush on Aug. 8, 2005. Nevertheless, many people forgot about it.
Daylight Saving Time (DST) starts three weeks earlier this year in most parts of the United States and there are fears that the change will cause problems for unprepared computer systems and digital devices.
If you think the scenario sounds familiar to the so-called Y2K problem that gripped the world in the days leading up to Jan. 1, 2000, you’re not alone.
One of the first to sound the alarm about the potential for IT calamity posed by the Y2K situation was Canadian speaker, writer and consultant Peter de Jager. He warned that systems doing date-related processing might be stymied when the calendar suddenly ran out of dates beginning with “19″ as 1999 ended.
Large amounts of time and money were spent to prepare for a tech meltdown. When New Years Eve came and went with few glitches, de Jager might have been credited for his foresight. Instead, he was often criticized for being a Chicken Little.
So, now he’s not talking. Various versions of “no comment,” followed by, “You guys crucified me the last time,” is all de Jager had to say when asked by TechNewsWorld about the upcoming DST problem.

With the release of Google Apps Premier Edition, there’s little doubt that Google (Nasdaq: GOOG) has its sights set squarely on Microsoft (Nasdaq: MSFT) and the market for office software . Add in the fact that marquee names are on board, including Procter & Gamble for the new software suite, and there’s clearly at least some degree of threat behind that challenge.
What remains to be seen are how Microsoft will respond, whether users will adopt Google’s offerings in significant enough numbers and how the competitive landscape may unfold over the next few years.
“Today, from a technical perspective, Google Apps does not represent a huge threat to Microsoft,” Yankee Group analyst Laura DiDio told TechNewsWorld. “It still needs a lot of window dressing around the applications — service and support, integration, interoperability, etc. But in two to three years from now? Yes, it could well be. It’s going to make Microsoft have to run harder and provide more value.”

msnbc: E-Trade Financial Corp. on Tuesday unveiled a global trading platform that makes it the first U.S. discount brokerage to give customers the ability to trade foreign-listed stocks online.
The pilot project, which begins with 1,000 E-Trade customers this week, allows them to buy, hold and sell stocks in Canada, France, Germany, Hong Kong, Japan and Britain. The rollout is expected to take two months before all customers have access, and could one day expand to 42 international markets.
The launch unlocks thousands of stocks previously unavailable to online traders, and pressures top rivals Charles Schwab Corp. and TD Ameritrade Holding Corp. to make similar moves. It also comes as stock exchanges in Asia have bounced to unprecedented highs and far outpaced Western markets.
“Nobody can deny the world is becoming more interconnected, a more global community,” said President and Chief Operating Officer Jarrett Lilien in an interview. “I think our competition is going to have to follow. This is going to be a fundamental part of investing.”
Previously, retail investors who wanted to buy foreign stocks that were not listed on U.S. exchanges as American Depositary Receipts had to call brokers and accept commission fees that topped $100. E-Trade will charge a $20 commission, and also give customers the ability to move U.S. dollar accounts into foreign currencies
