indianexpress: The Pune Municipal Corporation’s ambitious Rs 1,000 crore Integrated Road Development Programme scheme to build ‘ideal roads’ in the city is in deep trouble.
The reason: Land acquisition, contractor either going slow or opting out of the project, delay in handing out work orders, lack of coordination between various agencies involved in shifting the service lines.
Under the programme launched in 2005, the first task in two phases included a Rs 257 crore plan for 17 roads in Pune which were to be widened, beautified and concretised. The roads were to have storm water drains, special channels for electricity and telephone cables, a separate duct for water supply and manholes at regular intervals, underground cross-ducts to eliminate road digging and separate lanes for cycles, buses and a footpath.
However, not one of the roads are anywhere near completion. The Baner, Karve, Alandi, Airport, Kumthekar, Satara and ITI roads will not be completed before October 2007, the Abhimanshri, Rohit nagar, Sutarwadi roads and the widening of Naik bridge have been cancelled while the Balbharti-Paud Phata road that cuts through the hills is on hold since the matter is pending in the High Court.
The concretising of Baner, Karve and Alandi roads began in October 2005 and was to be completed in 12 months discounting the monsoon. However, all three roads are just 50 per cent complete. “They will be over by May,” said development engineer Madan Adhari.
The laying of stormwater drains, footpaths and resurfacing of Karve Road from Khandojibaba chowk to Paud flyover, Kumthekar Road from Alka theatre to Vishrambaugwada and Golwalkar Guruji road from Gajanan Maharaj Math to Satara Road also began in May 2005. However, except for Karve Road, the other two roads will be completed only after the monsoon

indianexpress: Students with learning disabilities will be given 25 per cent extra time for the Secondary School Certificate (SSC) examination, to be held from March 13. This was conveyed in a statement issued by the Maharashtra State Board of Secondary and Higher Secondary Education on Friday.
As per a Government Resolution (GR) dated September 7, 2006, students with learning disorders like dyslexia will be given extra time of 25 per cent more than the normal time. These students can also avail of other facilities as provided for by the Board rules.
A total of 16,65,988 students from 18,502 secondary schools registered for the SSC examination this year, of which 9,49,322 are boys and 7,16,666 girls. The examination will be conducted at 3,564 centres, and special provisions like surprise visits, deployment of sitting and flying squads, and video recording will be made to avoid malpractices.
To further prevent malpractices like copying, subjects like English and Mathematics (Papers I and II) will contain multiple question paper sets, each differing from the other by up to 100 per cent. The barcode system will also be in force for all examinations.
The examination for Environmental Science, which became a compulsory paper this year, was conducted at the school level and papers for Science and Social Studies will be of 100 marks each instead of the earlier 150.
The SSC examination was earlier supposed to be held on March 8, but had to be postponed on account of the Zilla Parishad elections, which will be held on March 11. The written examinations scheduled for March 8, 9, 10 and 12 have been shifted to March 24, 26, 28 and 29 respectively.

indianexpress: The two-decade wait for indoor sporting facilities in Pune cantonment finally seems to be over with the defence ministry clearing funds for the first phase of constructing a sports stadium at Golibar Maidan. The ministry has vetted the project and given its approval for allotting Rs 2.34 crore for the first phase of the indoor stadium. The proposed stadium, with a swimming pool, athletic tracks, basketball court, tennis court, yoga centre and clubhouse, has been projected to cost Rs 4 crore.
While the Engineer-in-Chief from defence headquarters has vetted the project, it has now been put up for final clearance before the General Officer Commanding-in-Chief, Southern Command, Lt Gen Aditya Kapur. Confirming the development, PCB CEO SK Sardana said work would start after approval from Southern Command.
In a big boost for cantonment residents, who do not have access to even a public swimming pool, the stadium will provide affordable sporting facilities at a convenient location. The indoor stadium will cover the Kakasaheb Gadge sports ground (Golibar Maidan) and will have parking facility, office space as well as gyms for sportspersons.
According to sources, construction would not start until next year with a round of formalities to be followed, including issuing of tenders and appointing consultants for the work. The defence ministry will clear the second phase of funds, amounting to Rs 1.12 crores, only after construction work for the first phase starts, sources said.
“We have been trying for the past 20 years to get funds for the stadium. Cantonment residents will have access to indoor sports facilities,” PCB nominated member Vinod Mathurawala said.

indianexpress: The intense drive against drug peddlers in the city by Pune police yielded a massive stash of ganja, weighing close to a tonne, from a storage-cum-packaging unit in Hadapsar on Friday. The value of the seizure is estimated at Rs 10 lakh in domestic market.
The raid, which began around 1 pm, went on till late evening. The operation was carried out by a team of 15 policemen from the city Anti-Narcotics Cell and the Hadapsar police station. The police team was led by Deputy Commissioner of Police Sunil Phulari and inspectors Sheshrao Suryavanshi, Devidas Patil and Vasantrao Sonavane.
Phulari said the police are yet to arrest people involved in maintaining and running the storage space located in a tenement. Preliminary investigations revealed that the owner of the tenement, Moinuddin Shaikh, was murdered some one-and-a half years ago following which it was occupied by a man whose identity has been kept confidential by the police
The raid followed a tip-off from an anonymous caller which said that a huge quantity of drugs had been stored at a house in Ramoshi Aali area of Hadapsar. The tenement is part of a building earmarked for urban poor under a slum rehabilitation scheme.
Besides the ganja, packed in large jute and polythene bags as also stashed in steel boxes, the police found weighing scales, plastic pouches and sealing equipment.
According to local residents, occupants of none of the three blocks were seen in the area for the last few days. Police are now looking for the whereabouts of the people who had possession of the block where the storage-cum-packaging unit was located. Power supply to the block was taken from a nearby house.

indianexpress: Ramesh Vishnu Totre (45), an assistant sub-inspector attached to the Dog Squad of Buldhana Police committed suicide by hanging himself to a tree at Shivajinagar Police Headquarters on Friday morning. Totre had come to Pune for a nine-month training stint with the CID Squad and was undergoing training since November 26 last year.
Totre’s body was found in the premises of Shivaji Nagar Police at about 7 am by morning walkers, who promptly reported it to the Deccan Police. Meanwhile, a typewritten suicide note was recovered from the spot, which said that Totre took an extreme step owing to pressure from seniors. The suicide note further said that he was harassed by senior officials who did showed no leniency towards him despite being non-corrupt, the note read according to Inspector BR Patil.
“He was on a one-month sick leave and had resumed duty only on Thursday,” Inspector Patil said. “We have found a suicide note lying near the tree which stated that he was not given treatment on par with his other colleagues.”
Unfortunately, Totre’s has not been an isolated case. Balwant Vitthal Bankar (52), a police sub-inspector attached to the city traffic branch, shot himself in the chest with his service pistol on January 22.

techtree: According to Shaw Wu, an analyst at American Technology Research, Apple Computer might use NAND flash memory in their fast notebook computers later this year.
Wu said that Apple is likely working on small computers known as sub-notebooks, which could include NAND flash memory based storage solutions.
Wu believes that a shift to flash memory in place of much slower hard-disk drives would eliminate lengthy start-up times for consumers when they turn on computers. And this transition to flash memory for computers could in turn put pressure on makers of traditional hard-disk drives, including Seagate Technology, the largest US hard-disk drive maker.
It is learnt that Apple already uses flash memory in its iPod Nano and iPod Shuffle music players, as flash memory is lighter, uses less power, and takes up less space than hard-disk drives.
Wu said the time is right for flash makers to make a move as flash memory prices decline. Apple, apparently, is pretty much ready. So the ball is - in the flash vendors’ court.
Moreover, Apple would be among the first personal computer makers to use flash memory for storing data in computers, a step that some chip memory makers, including Micron Technology, have said is inevitable, as prices for flash decline and storage capacity increases.

dailytech: Wikia Inc., the company responsible for Wikipedia, formally announced that it will be collaborating on an Internet search engine project to rival that of Google’s and Yahoo’s own search engine. Unofficial announcements that Wikia would enter the search engine market surfaced late last year.
According to Wikia Inc. founder Jimmy Wales, there’s nothing really special about how Google and Yahoo perform searches, and that there is a misconception about a company like Google. “The idea that Google has some edge because they’ve got super-duper rocket scientists may be a little antiquated now,” said Wales.
Responsible for the direction and growth of Wikipedia, Wales has transformed the site from merely a technological demonstration tool to something that is now one of the most popular online destinations. Wales said he believes that a collection of people working as a community will be able to push search engine technology faster and further than a traditional company. Similar to the way that the online community transformed Wikipedia, Wales hopes that this movement can be applied to search.
According to Wales, Wikia Inc. hopes to take as much as five percent of the search engine market, though no target date was given as to when the goal would be achieved. Wales did mention however, that his company received a total of $4 million from investors and a “very large investment” from Amazon.com. Wales declined to comment on what kind of stake Amazon had in Wikia Inc.

cnet: Advanced Micro Devices is sponsoring a new $250,000 prize challenge that calls on architecture firms to design a computer lab for use in developing nations around the world.
Called the Open Architecture Prize, the contest was announced here Friday at the Technology, Entertainment and Design conference, an invitation-only event that draws roughly 1,000 executives, celebrities, politicians and scientists. Sunnyvale, Calif.-based AMD set up the challenge with Architecture for Humanity, a nonprofit organization that promotes building and design services for the underserved.
Architecture for Humanity is the brainchild of architect Cameron Sinclair, who won a $100,000 grant from the TED Prize in 2006 so he could do something to change the world. He’s spent that money, along with other donations, to create the Open Architecture Network, an open-source community for sustainable and humanitarian building that launched this week.
If successful, the prize could help further AMD’s 50×15 initiative, a program the company introduced at the World Economic Forum in 2004 to connect 50 percent of the world’s population to the Internet by 2015. To accomplish that goal, AMD must propagate learning labs, technology and connectivity in underserved nations. The $250,000 prize will be given to the architecture firm or individual with the best design of a computer lab “that can be adapted to local needs and built in communities around the world,” according to AMD.
“For far too long many great award-winning designs have gone undeveloped,” Sinclair said in a statement. With this prize, he said, “we are not only challenging the creative world to design innovative structures, we are going one step further and implementing the winning solution to positively affect thousands of lives.”
