Cops block RTI query on Centre Street chowki

indianexpress: The Pune Police Commissionerate has stonewalled a query submitted under the Right to Information (RTI) Act put up by this reporter on February 20 related to the illegal construction of the first floor of the Centre Street Police Chowki and who sponsored it.

The query comprised a questionnaire seeking information on the violation of the Floor Space Index (FSI) for the illegal construction of the first floor, who sponsored it, copies of the building plans, criminal cases registered against the sponsor if any and was prior government permission taken before getting the sponsorship.

The query under Section 6 of the RTI Act was submitted to the public information officer (PIO) of the Pune Police Commissionerate.

A letter dated March 16, 2007 from the commissionerate signed by the assistant public information officer and administrative officer BN Thakur says detailed information sought on the Centre Street police chowki could not be collected. Instead, Thakur has requested a one-month extension for providing the information.

The RTI Act 2005 has made it mandatory for information officers to provide information sought within 30 days.

The illegal construction had come to the Pune Cantonment Board’s notice in 2005. Subsequently, the cantonment board had served a notice under section 185 of the Cantonment Act 1924 to the then police inspector of Cantonment Police Station for carrying out renovations at the Centre Street police chowki in blatant violation of the existing FSI rules.

Kripashankar stands up for people from northern India

indianexpress:  In what sounded like a veiled reaction to Raj Thakeray’s slap-the-Biharis statement, Congress leader Kripashankar Singh likened Maharashtra to a ‘maternal aunt’ at a gathering of northern Indians to inaugurate the Maharashtrian Uttar Bhartiya Helpline at the Nehru Hall here on Sunday.

“Mai Maro, Mausi Jago”, Singh said, by which he meant “we need both our mother and aunt”. The former state home minister’s comment came close to the heels of the Maharashtra Navnirman Sena (MNS) chief threatening to slap Biharis if they misbehaved with the locals. It was a statement that drew criticism from several political quarters including from Union Railways Minister Lalu Prasad Yadav.

But Singh, a prominent leader of northern Indians in Mumbai chose not to get into a verbal duel with Thackeray, as did party colleague Sanjay Nirupam at the function. But Singh declared that the people from the north would be the first to give blood whenever Maharashtra was in need of it. “Jab jab Maharashtra ko khoon ki jarurat padengi, uttar bhartiya sabse pehle pahuchenge khoon dene,” he said.

Also present were state minister Harshwardhan Patil, renowned Bhojpuri singer Manoj Tiwari and senior office bearers of the Pune city Congress and Maharashtrian Uttar Bhartiya Ekta Manch

For cricket fans in city, defeat cuts like a knife

indianexpress: While a stunned nation watched India lose the Group B World Cup match against Bangladesh at Port-of-Spain on Sunday morning, cricket-crazy fans in Pune were still getting over the hurt and anger for the rest of the day. From former cricketers to homemakers, the feeling that the famed batting line-up let the team down badly filled most. With Pakistan’s shock defeat by Ireland and its early exit from the World Cup, many feel India now needs to put up a better show in their next match against Bermuda on Monday.

Former selector Chandu Borde said,” It was very poor batting display. I am disappointed that our the line-up collapsed the way it did. The Bangladesh team fielded well and the team was determined. The Indians now just have to win against the next match, there is no other way out. They need to work very hard.”

Other fans like veterinarian Ravindra Reddy sat up through the night watching the match till the last ball. “I felt terrible about losing. But Bangladesh played like a truly inspired team. The players’ exuberance was an emphatic statement especially when they got Sehwag and Ganguly out. Bangladesh are the dark horses in the Cup and if the play well, they can go all the way. Of course our team fell flat and the fielding was pathetic,” he said.

Business administration student Vinaya Birajdar attributes the lose to overconfidence. “We played pathetically. Sehwag again failed and instead of Ajit Agarkar we should have had Irfan Pathan. The field management was poor and we succumbed to pressure. We won all the practice matches but lost Sunday’s match due to overconfidence.”

Raise FSI to check property prices: Experts

indianexpress: Senior citizen Abhijit Kulkarni, a former government employee, wants to buy a small flat in Pune. Six months into the hunt for his ideal home, Kulkarni is a dejected man.

“Even after dipping into my lifelong savings and monthly pension of Rs 10,000, there seems to be nothing that I can buy in this city,” he says, echoing the sentiments of lakhs of Puneites who can no longer afford to purchase a home in the city.

With property prices on the rise in several parts of the city over the last couple of years, a group of experts on Sunday held discussions to make sense of the jump. “While prices of flats are trebling, land prices have increased by almost 8-10 times over the last couple of years. But there has not been enough infrastructural progress to merit this rise,” said former additional commissioner of police S M Mushrif.

Some experts feel the spurt is a result of constraint in supply of land available for development. Said prominent city-based architect Jagdish Deshpande, “The only way supply can be increased is by raising the Floor Space Index (FSI). If more FSI can be granted to residential societies, flats would definitely become more affordable.”

Still others felt it was unmindful planning by the civic body that had contributed to the situation. “The PMC has not correctly anticipated the development needs of the city. On the one hand, there are large IT companies setting up base in the outskirts of the city, there is still no residential infrastructure to enable employees to live there,” said former mayor Vandana Chavan, adding that the PMC’s unwillingness to sanction TDR was a reason for the surge in property rates.

UPSA applications for NDA out

Std XI student takes her first step to a flying career

indianexpress: She is too young to apply for a four-wheeler driving licence, but has flown through the skies above Pune for hours, all on her own. Sixteen-year-old Ruchira Gore, who took to flying a few months back, is all set to obtain her glider pilot licence from the Directorate General of Civil Aviation (DGCA), which would probably make her the youngest woman glider pilot in the country.

Ruchira completed the final requirements of obtaining the licence with a final solo glider flight at the DGCA’s glider training centre in Hadapsar on Sunday morning. “She has completed all requirements for obtaining a glider’s licence. Her papers will now be forwarded to DGCA headquarters for issuing a licence,” Capt Shailesh Charbe, chief instructor of the centre, says. He adds that for obtaining a licence, a minimum of 10 hours of flight with five hours solo is required.

Dhankawadi-based Ruchira has completed over seven hours of solo flights and an equal number with Capt Charbe, besides going through a series of written examinations. “It was tough preparing for the exams and spending long hours in the sun to learn flying, but I had a wonderful time. Flying solo was a very amazing experience,” Ruchira adds.

Ruchira, who studies in Std XI in HSCP College in Dhankawadi, wants to serve as a pilot with the Indian Air Force (IAF). “I had told my parents that I wanted to learn flying when I was in class 9. They were happy and found out all details required,” she says.

First probe beneath Mars surface finds water ice

itwire: Using a ground-penetrating instrument for the first time, Mars Express scientists conclude nearly pure water ice, laced with dust particles, exist almost 4 kilometers under the frozen surface of Mars’  South Pole.

The Mars Advanced Radar for Subsurface and Ionospheric Sounding (MARSIS) instrument, aboard the European Space Agency’s (ESA’s) Mars Express spacecraft, produces a low frequency, pulse-limited wave through the use of a radar sounder and altimeter. Waves are able to penetrate beneath the Martian surface, which are then reflected back up to a receiving antenna. Over 300 slices were created by MARSIS of the icy Martian subsurface. Water ice, at a percentage of about 90%, was found to a depth of about 3.7 kilometers (2.3 miles).

This is the first time that this water ice has been accurately measured. In the past, scientists were only able to make an educated guess to its amount. MARSIS scientist Giovanni Picardi, of the University of Rome (Italy), declares, “MARSIS is showing to be a very powerful tool to probe underneath the Martian surface, and it’s showing how our team’s goals—such as probing the polar layered deposits—are being successfully achieved. Not only MARSIS is providing us with the first ever views of Mars’ subsurface at those depths, but the details we are seeing are truly amazing. We are expecting even greater results when we will have concluded an on-going, sophisticated fine-tuning of our data processing methods. These should enable us to understand even better the surface and subsurface composition.”

Firefox takes new tack on testing bug fixes

pcworld: Mozilla is changing the way it publishes security fixes for its Firefox browser.

The open-source company plans to begin delivering bug fixes to a select group of beta testers who will try out the upcoming Firefox 2.0.0.3 version before it is released to all Firefox users.

The new software will be delivered to those who signed up for the Firefox 2 beta program last year. Mozilla hopes that by having a short beta release before pushing out the product it will be better able to “ensure high quality updates,” the company said in a statement.

Previously, Mozilla had pushed out new security updates to all Firefox users simultaneously.

By introducing these early beta releases, Firefox developers will be taking a different approach from that of Microsoft, which keeps details of its security fixes secret until the patch code is available to all users.

Firefox 2.0.0.3 is expected to have about a half-dozen bug fixes.

For those who are wondering if they will get the new code, Mozilla has posted instructions on how to find out if your browser is enrolled in the beta program.

Mobile’s Long Leap to Instant Messaging

technewsworld: With the growing implementation of 3G wireless infrastructures, mobile carriers have the chance to make the jump from low-data SMS text messaging services to higher-data IM services. Bandwidth, however, isn’t the only obstacle. Carriers may need to revamp management systems and profit models in order to support mobile IM.

Cell phones are increasingly becoming miniature PCs. In keeping with that trend, major mobile carriers throughout the world have been enhancing their services to support IM functions, further blurring distinctions between the two devices.

While the change should enable users to exchange information more easily, the transformation may proceed slowly because the IM market is hampered by incompatible systems, the carriers have to develop viable business models for this new market, and many telcos are leery of IM cannibalizing their lucrative SMS  services.

Changes are taking place because IM has become a popular feature among users. “The ability to know when someone is online and then be able to exchange information with them instantly is a powerful feature for both businesses and consumers,” David Ferris, president of market research firm Ferris Research, told TechNewsWorld. Consequently, IM has become a feature that close to 500 million individuals rely on.
