242 PMC poll candidates to be slapped with cases

indianexpress:  THE Pune Municipal Corporation is expected to file police cases in the next few days against those 242 candidates who have failed to provide financial accounts of expenditure incurred for the February 1civic polls.

“A total of 1,132 candidates had filed nominations for the PMC elections, but only 892 candidates have submitted the expenditure details in the prescribed format,” said civic election officer Dnyandeo Thube.

Now, the PMC has received a communication from the state election commission directing it to initiate police cases against the erring candidates, he said.

Thube said the municipal administration will be filing cases against all the erring individuals in the next few days as per the EC directives. “The erring candidates may face disqualification and will not be able to contest any polls for next five years if the cases against them are proved,” he said.

The letter written by deputy secretary Rachana Natu on March 21 says that action should be taken by the municipal bodies against the erring candidates under provisions of Indian Penal Code 171 (I).

The section titled, ‘failure to keep election accounts’, states: “Whoever being required by any law for the time being in force or any rule having the force of law to keep accounts of expenses incurred at or in connection with an election fails to keep such accounts shall be punished with fine which may extend to Rs 500.”

The candidates are allowed to spend up to Rs one lakh for campaigning but it is mandatory for each candidate contesting an election to file his or her expenditure details within a month after the polls.

Committee will decide on ultrasound machines today

indianexpress: THE advisory committee will meet on Thursday to decide the fate of the six ultrasound machines belonging to Jehangir Hospital and Ruby Hall Clinic that were sealed by the national implementation and monitoring committee for not maintaining records as per the Pre-Conception and Pre Natal Diagnostic Techniques (PC-PNDT) act.

Dr D D Chandakkar, deputy health officer of Pune Municipal Corporation and the Appropriate Authority of the PC-PNDT Act said a decision would be taken by the committee which will scrutinise the papers seized during the raids. According to Chandakkar, while the lack of maintenance of records was a violation of the PC-PNDT Act, it was a minor one and hence a decision will be taken by the committee.
 
Pune division which comprises Pune, Pimpri-Chinchwad, Satara and Solapur has a total of 1,214 sonography centres. A total of six decoys were set up in Pune district to nab doctors red-handed who were misusing the ultrasound machine for sex determination purposes, Chandakkar said.

Meanwhile, the Pune patient welfare committee’s chairman Pradip Gupta met Sudesh Kumar, Assistant Director, Women and Child Development section of the Union Ministry of Health and Family Welfare and submitted a memorandum of their demands. Gupta alleged that several sonography centres did not issue a receipt.

The committee also demanded that radiologists who were not registered should not be appointed to advisory committees.

Only a handful of institutions divulges information regarding admissions

indianexpress: SOCIAL activist Anna Hazare has decided to appeal to the State’s Information Commissioner Suresh Joshi after receiving information regarding admissions to the management quota from just half the number of educational institutions he had approached. The appeal is to do with the fact that some institutions refused to divulge information claiming they did not come under the Right to Information(RTI) Act.

Hazare had sought information regarding admission process under the management quota from at least 50 Pune-based educational institutions. But only a handful was ready to oblige. It all started when the Ramon Magsaysay awardee heard about the alleged mismanagement of these special seats from many students. “During my tour of the Kolhapur and Sangli districts, several students complained to me about the mismanagement of admissions. So I sought information regarding admissions under the management quota,” he said.

At a press conference here on Wednesday, Hazare said that he has taken up a tour of 10 districts to create awareness regarding the RTI Act.

Furthermore, Hazare said that eight institutes informed him they did not come under the Act, while of the nine institutes who did not provide any information, three gave information only on Wednesday. “As far as the information provided by these Institutes is concerned, they are misleading and incomplete. Only three institutes have given correct information — B J Medical College, College of Engineering and the University of Pune’s MBA College,” Hazare said.

The 67-year-old pointed out that the State government should issue directives regarding the admission process under the management quota. “Institutions can charge a high fee but then admissions should be given on merit so that meritorious students will benefit,” he said, adding that some institutes conducted examinations on their own and decided the merit list themselves.

English paper did not leak: SSC Board

indianexpress: AMID strong rumours that the English (third language) paper for the Secondary School Certificate (SSC) examination had leaked, the city-based Maharashtra State Board for Secondary and Higher Secondary Education rushed a written clarification to the media saying there was no truth in the matter and no re-examination will be held.

The English (third language) paper started around 10 am on Wednesday and soon word spread that the question paper had been leaked at Beed. The board authorities immediately contacted their counterparts in Aurangabad and even alerted the district collectorate and superintendent of police at Beed.

“Having received reports from these responsible sources, we concluded that the English (third language) paper had not leaked. And to avoid causing uncertainty in the minds of the student community due to the unconfirmed reports we want to clarify that no re-examination will be held,” said a press note issued by the board’s secretary Vinay Dakshindas here.

The board has been on alert this examination season ever since a four-mark question, which confused Std X English medium students writing their Marathi paper earlier, had to be declared as a printing error. The Board had to also clarify that the students will not suffer any loss as a result of this question.

This was followed by parents of SSC students going up in arms over the alleged variable distribution of difficulty levels for mathematics examinations conducted last Tuesday (algebra) and Wednesday (geometry). Some 80 parents of students from various schools in Pune who wrote both the papers held a meeting, following which they went to the office of the board

In five years, civic body has cut 41,000 trees, transplanted only 7,000

indianexpress:  With Pune getting flyovers, broader roads and witnessing an increased construction activity in its race to modernity, the Queen of the Deccan has lost a substantial amount of its green cover. The Ganeshkhind, Fergusson College and Koregaon Park that used to be avenues till a few years ago are now shorn of their tree cover.

Consider this. In the last five years, 41,849 trees were felled by the Pune Municipal Corporation in the city limits. Of these, a mere 7,071 were transplanted by the civic authority along roads and in gardens.

Every year, the PMC grants permission to fell more than 5,000 trees to make way for roads, buildings and other development projects. While the cutting is a reality, the transplantation is a dream even though the Maharashtra (Urban Areas) Preservation of Trees Act, 1975 says that a tree felled has to be replanted.

Concerned by the disappearance of trees in the city, civic activist Vinod Jain had sought details regarding tree felling activity of the PMC under the Right To Information Act. Jain said the PMC has been blatantly violating the Tree Act. He has alleged that the civic administration only shows ‘official figures’ to the Pune Tree Authority to get the approval for tree felling. “On site, more than the permissible trees are cut,” he claimed.

So far, the PMC has collected a fine of Rs 36.46 lakhs for illegal tree cutting. However, only 19 cases have been filed against violators in the courts during last five years.

Municipal commissioner Nitin Kareer, the chairperson of the PTA, has chaired only two meetings out of the 28 held since July 2004. The remaining meetings were either chaired by other PTA members or civic officials who were not even members of the PTA including joint municipal commissioner Arun Patil, then additional municipal commissioner D S Zagade and garden superintendent Yashwant Khaire. Jain has raised a specific query on Khaire chairing the meetings since it was tantamount to “the student himself checking the paper which he appeared for.”

ST stands to have digital announcement system

indianexpress: INSTEAD of bus conductors screaming at the top of their voices, calling for passengers and giving details of the buses, ST stands in the city will now have a charming female voice making the necessary announcements.

A digital announcement system was inaugurated on Tuesday at the Swargate and Shivajinagar ST stands on an experimental basis while a similar system will soon be launched at the Pune Station ST stand too. “The announcements will be made from the Control room, which will also record data of departure list of the buses. The list of arriving buses will be advanced in a later stage,” said a MSRTC official from Shivajinagar stand.

City-based J & C Software will be in charge of installing the system which will be similar to the Railway announcement systems. Speaking at the inauguration, company’s director Sangeeta Jamdade said that the system will be replicated at other stands across the state in the next two months. The company will be allowed to advertise in the midst of the announcements for revenue generation. Also, music and public service advertisements will be inserted between the announcements.

Kingston Launches 8GB cards

techtree: Kingston Technology has announced that it will expand its line of Secure Digital High-Capacity (SDHC) memory cards with the introduction of three new 8GB cards available in Class 2, 4 and 6 speed ratings as well as two new 4GB SDHC cards in Class 4 and 6 speeds.

The company said that with this expansion, it aims to maximize the performance of today’s higher resolution imaging devices, which include digital cameras, camcorders, PDAs, MP3 players and more.

Screen brightness is automatically adjusted to enhance readability under any lighting condition.

Designed for use in high-end mobile phones, PDAs and portable media players, the new panel also has a temperature compensation sensor embedded in its LCD driver IC that maintains a steady operational mode regardless of any temperature change in the surrounding environment. The Samsung panel consumes 20-30 percent less electric power than other displays with the same size and resolution.

To enable extremely slim mobile designs, the new LCD mobile display makes use of a proprietary technology called Adaptive Brightness Control (ABC) that is designed with an ultra-slim black matrix embedded within the display’s structure that measures no more than a single millimeter.
