indianexpress: Prime property admeasuring 48,000 sq ft (1.5 acres) in an upmarket part of the city made popular by the name of the National Institute of Bank Management is at the centre of an ugly dispute between the institute itself and city-based businessman Ali Daruwala. Considered a virtual jungle till a few years ago, the NIBM land that is under dispute is now valued at around Rs 10 crore. The NIBM is located on a huge spread of over 60 acres of land, on a 99-year lease.
It has been only three days since a 100-strong mob pulled down the institute walls using a bulldozer and the city police seem to have come to the conclusion that the premier bank institution is at fault, saying it is NIBM that encroached on land owned by Daruwala family. The basis of this conclusion by the police is that NIBM has been unable to produce relevant documents on property ownership unlike the local businessman, who runs a city petrol pump and is the spokesperson for Pune Petroleum Dealers’ Association.
Assistant Commissioner of police (Wanavdi Division) Ramesh Biwal told Newsline, “Immediately after the incident, we had asked both parties to show their bonafide property documents to us. Daruwala came to us and showed the relevant documents, which show that he is the legal owner of the property whereas none from the NIBM has come to us. The institute officials informed us that all relevant documents were with the Reserve Bank of India. We have asked Daruwala to go to the court and get the encroachment vacated from his land and will not permit him to take law into his hands.”
NIBM director Ashish Saha had another take on the matter though. “I have land ownership proof which will be produced in the court. Why should I go to the police? Daruwala is taking law into his hands. This is complete goondaism. The incident will put the government in a major international embarrassment as the institute has International Monetary Fund (IMF) money invested in it. All I expect is the police to restore the status quo as on April 20,” Saha said.

indianexpress: A total of 19,724 students will appear from Pune district for the statewide Common Entrance Test (MHT-CET) for engineering and medical colleges, which will be held on May 17.
Forty-seven examination centres have been identified in the city for this very purpose.
With a view to review preparations for the examination, a meeting was held at the District Collectorate. The meeting, which was chaired by District Collector Prabhakar Deshmukh and was attended by resident Deputy District Collector Chintamani Joshi, BJ Medical College Dean Dr Arun Jamkar, Senior District Treasury Officer BB Thite, along with representatives of the Police Commissioner.
The MHT-CET was earlier supposed to be held on May 20, but was later rescheduled to May 17, because the earlier date clashed with the Union Public Service Commission (UPSC) examination declared by the Government of India.

indianexpress: With the State staring at rising energy demands, civic bodies in Pune and Mumbai are aiming at greater energy efficiency by formulating guidelines for an eco-housing programme.
The plan will focus on resource conservation and environmental architecture.
The guidelines, drafted by the Pune Municipal Corporation (PMC) for its eco-housing programme as a voluntary mechanism are being implemented by prominent developers like DSK and several others. Now, they are attracting the attention of the Brihanmumbai Municipal Corporation (BMC).
“Although this is not the only solution to energy crisis, it will certainly help reduce the demand,” points out BMC additional municipal commissioner Manu Kumar Srivastava.
The eco housing programme was drawn up by Washington-based International Institute of Energy Conservation (IIEC) which has an office in Delhi and Mumbai in collaboration with stakeholders like Pune’s Science and Technology Park (STP) under funding by the United States Agency for International Development (USAID).
It involves assessment criteria for new residential constructions with the thrust on energy efficient lighting, use of solar water heating and sustainable practices in architecture and building materials.
“In residential areas water heaters, air-conditioning and other lighting appliances draw high energy,” IIEC president Nitin Pandit said. This can be reduced through solar powered geysers.
Another area of concern is mitigating the urban heat island effect in cities like Mumbai leading to a greater demand for air-conditioning. “To mitigate the heat island effect, a construction can be designed so as to allow sufficient ventilation and open spaces,” said Pandit.

indianexpress: If close to one lakh commuters travelling by Pune-Lonavla local trains everyday had thought there would be better frequency by this April, their hopes have been dashed. The 150 rakes for the Electric Multiple Units (EMUs) or local trains which were to reach Central Railway (CR), that covers Mumbai and Pune divisions, by March-end have not yet arrived. Incidentally, twelve coaches make one rake.
During his visit last year, Central Railway general manager V K Kaul had promised a few 12-coach AC-DC rakes for Pune division by March-end. He was addressing the demands from commuters’ associations in Pune.
The CR had placed an order of 150 rakes of Electric Multiple Units (EMUs) with the Chennai-based Integral Coach Factory, which they were to receive by March-end.
However, chief public relations officer (CR) Shrinivas Mudgerikar said while the Central Railway has not received the rakes as yet, they do not know how many rakes Pune will actually receive.
Apart from rakes, the slow progress of conversion from direct current (DC) to alternative current (AC) has also been a stumbling block in increasing the frequency of local trains. The Mumbai division, which will give the final nod, said the conversion will be completed by the end of this fiscal. This means commuters will have to wait till next year for the 12-coach local trains.
“Pune division needs at least 30 rakes on Pune-Lonavla, Pune-Talegaon, Pune-Daund, Pune-Bhigwan, Pune-Nagar and Pune-Neera sections,” president of Railway Pravasi Sangh Harsha Shah said, adding, “the division has been receiving old rakes with preference being given to Mumbai.”

indianexpress: How does this plane fly in the air,” asked Jyotsna Gade, a standard VII student while watching a model glider in the sky. Her friend Swapna, equally awestruck, too enthused impulsively, “I’d like to make a plane like that. It must be fun flying it yourself.”
This was perhaps what was on the minds of several others like Jyotsna and Swapna, all students of the The Society for the Welfare of the Physically Handicapped in Wanavdi as they watched a unique gliding programme organised by the Government Gliding Centre in Hadapsar on Wednesday afternoon. The show was specially arranged for over 200 students by the centre with an aim to propagate the message that being physically challenged does not mean the doors of the aviation industry are closed.
“Your condition doesn’t mean you can’t do things related to flying. You can make these machines, design them and have careers in the aviation industry. There are various career options open for you there,” Captain Shailesh Charbhe, incharge of the civil aviation department at the gliding centre told his young audience.
Members from the Pune Aeromodellers’ Association (PAA) were also present to demonstrate the basics of aviation through their aeroplane models. “You can even make these mini planes,” said Sunil Patil, a PAA member, to the students, who in turn, enthusiastically watched the aeromodels fly and applauded every take-off and landing.

indianexpress: After receiving assurances from the deputy chief minister R R Patil, the Maharashtra Rajya ST Kamgar Sanghtana — the Maharashtra State Road Transport Corporation (MSRTC) trade union — has been conducting meeting with their colleagues across the State. On Wednesday, the meeting was organised in Pune at the Corporation’s office at Shankarsheth Road. Union’s general secretary Hanumant Tathe said, “Although we have received assurances, the matter has not been put before the State cabinet. If they do not stick to their word, we have no option other than indefinite strike,” Tathe said.
On Monday, Patil had assured no privatisation of MSRTC as proposed by the ENAM Consultants by dividing it into several departments. The State government has also agreed to reimburse Rs 465 crore, which they owe to MSRTC as excess passenger tax levied on MSRTC and Employee fund.

indianexpress: The Pune Municipal Corporation has assured that the long-constructed Sangamwadi bridge will be open for public use in four months’ time. The bridge constructed by the Maharashtra State Road Development Corporation was completed more than a year ago, but could not be open for traffic because of a lack of an approach road and land acquisition problems.
The bridge which originates from the Patil estate slums on the Pune-Mumbai road and ends at the Sadalbaba dargah in Sangamwadi will reduce the distance from Vishrantwadi to reach Shivajinagar to just 2 kms. Currently, commuters from Alandi road have to travel a distance of 10 km either via the Yerawada bridge or the Holkar bridge to reach the city.
Corporator Sanjay Bhosale, in a written query had questioned the status of the Sangamwadi bridge’s approach roads, land acquisition problems and the cause of delay. During discussions on the question in the General Body meeting on Tuesday, civic city engineer Prashant Waghmare said that since the parts of approach roads were under defence, there were problems in the land acquisition. “The proposals of land acquisitions have reached with the defence ministry in Delhi and are in the final stages of approval,” he said.
He also said that some part of land for approach road also belonged to private owners and the civic administration had requested the owners to compromise and give the land away. “By May, the land of private owners will be acquired by the PMC,” he said. Mayor Rajlaxmi Bhosale too has directed Municipal Commissioner Pravinsinh Pardeshi to expedite the land acquisition process and ensure the bridge is open for traffic soon.
