indianexpress: THE Pune Cantonment Board (PCB) on Saturday cracked down on unauthorised construction at the Residency Club, registered as Citizens Sports and Recreation Club Pvt Limited, on Queen’s Garden, threatening demolition of a water tank and a reinforced cement concrete (RCC) structure being constructed without prior approval.
The Cantonment authorities have issued a show-cause notice to the owners of Residency Club and threatened action under the provision of Cantonment Act 2006 if the club owners failed to stop the work immediately and removed the unauthorised construction within seven days.
Cantonment Executive Officer SK Sardana said, “We have served a show-cause notice to Residency Club and the matter will be placed before the General Body meeting of the PCB on a priority basis”.
According to the Cantonment Act, the Floor Space Index for bungalow area is 0.5 and 1 for civil areas. Successive General Officer Commanding-in-Chiefs are known to have time and again expressed their reservations over FSI violations of bungalow areas on grounds of security.
The PCB notice dated April 28 addressed to Shri Ram Kumar B Agarwal, Managing Director, Citizens Sports and Recreation Club Pvt Limited (the power of attorney holder) and Shri DG Cooper (holder of occupancy rights of the bungalow area) and three others stated, “On inspection of the site by the technical staff of the office it is noticed that the work of construction of a water tank in RCC situated on north side of the main bungalow was in progress without prior approval of the PCB.”

indianexpress: THE way the Voluntary Retirement Scheme (VRS) backfires on some workers and the plight of contract workers were among the issues highlighted by labour and management when contacted by Newsline on the occasion of Labour Day. The healthy relation shared by management and labour was also clear.
Indian National Trade Union Congress (INTUC), Maharashtra working president Rajan Nair says: “Due to level of automation, the company lands up with excess manpower which it plans to reduce by offering VRS with an attractive golden handshake. The gullible labourers, most of them semi-literate, fritter away this money and end up penniless. In a recent survey, we found that many had lost all their money and their families were in distress.”
Recently Saint Gobain Sekurit India Ltd sent VRS offers to about 100 workers in their Bhosari plant. St Gobain HR head Pune Suresh Pillai says, “We are into restructuring our Bhosari plant. But this decision was taken with with the mutual consent of our union. We also counselled our labourers on how to use the money productively before and after VRS to avoid any economic problems for their families.”
Meanwhile, the Maharashtra Labour Union has escalated the subject on the ceiling of minimum wages for payment of bonus right up to Prime Minister Manmohan Singh. Vasu Nair, president of the union, says, “We have submitted a memorandum that the law be amended so that the ceiling of wages of Rs 3,500 be increased to Rs 10,000 for payment of bonus.”
Exide Industries, Pune workers union head Ramesh Pashalkar says, “Every three years there is a settlement between the management and union. The productivity, matched with the new equipment, is clearly worked out with proper deployment of manpower, leaving no room for any dispute or problems. But more efforts from the government are needed. The bonus applicability, pension, PF, gratuity etc should be enhanced.”

indianexpress: THE process of the Pune and Pimpri-Chinchwad Municipal Transports’ merger has finally been set in motion after given the go-ahead by the State Government. The Urban Development Department (UDD) principal secretary J M Phatak held a meeting on Sunday giving the green signal to the process.
“During the meeting, it was stressed that there be a proper use of assets like buses, depots, equipment and land,” Pune Municipal Commissioner (PMC) Nitin Kareer said. Moreover, there are issues with the seniority in both the bodies concerned with the payscales, which needed to be settled.”
Kareer also said it should take three to four weeks for the registration of the new transport body under the Indian Companies Act, 1956.
Meanwhile, one officer from each transport body will have a meeting with the Central Institute of Road Transport (CIRT). “The officers, in three meetings for the next two weeks, will analyse and find solutions for optimum utilisation of assets, staff and narrow down on rationalised routes,” Kareer said. Roughly 50 routes of the PMT and PCMT buses overlap as both the bodies run 165 and 104 vehicles in each other’s jurisdiction, respectively.
After the company is formed, a chartered accountant decided by the PMC — as the PMC commissioner is the nodal officer of the merger — will fix the asset valuations and share of each corporation in the next three to four months

indianexpress: FOUR students of the University of Pune’s Department of Communication Studies have bagged a total of 15 awards at national and international film festivals for short films produced by them. The films, which were around 10 minutes long, were made by the students Pradeep Waghmare, Vikram Vitankar, Jate Taruphandi and Amruta More as part of their projects for the second year.
Waghmare’s film Jhingrya, which depicted the struggle of a boy from the Potraj community, received six awards from competitions like the ASAN International Film Festival, Chennai, Jahangirabad International Film Festival, Mis-So-San International Film Festival, New Delhi, and received a special mention at the Indian Documentary Producers’ Association (IDPA), Mumbai. The film narrates how a young boy Jhingrya, whose father is a drunk, is unable to go to school despite receiving a scholarship.
Among the other films, Vitankar’s film Khadda is a film depicting humorous situations that can arise from the potholes in Pune city, and has bagged five awards. Taruphandi from Thailand has dealt with the problems faced by Thai students who leave their homes to study in another city. More’s film is about the confusion prevalent among youngsters today.
The students were felicitated by the University Vice Chancellor Narendra Jadhav on Monday for their achievement.

indianexpress: WOMEN at their work place, while commuting in buses or walking on roads or at home are often subjected to harassment. To ascertain such harassment and to take appropriate action, the Pune Rural police is all set to conduct a survey armed with a questionnaire.
The step was decided upon after a survey last year conducted by the social security cell of Pune rural police. It covered the area under 28 police stations and concluded that there was eve teasing and harassment while travelling in the State Transport buses at Daund, Indapur, Bhor and Bhigwan were rampant.
“We had then sent squads to curb the menace. Some 110 cases were filed in each of these talukas,” said district superintendent of police Vishwas Nangre-Patil.
This time, to be more specific, the rural police has decided to conduct the survey with a more detailed questionnaire. A list of 30 questions has been designed with details like harassment at workplace, travelling in the State Transport or city transport buses or walking on the roads.
“For reaching out to rural women, details like harassment while working in fields has been listed. It will also try to check payment issues. Moreover, problems at home with husband, in-laws and neighbours have been included. We have also tried to check the possibility of harassment of women from people involved in selling illicit liquor in hamlets,” said a rural police official

indianexpress: Khadki stretch of the Pune-Mumbai highway that has claimed many lives over a decade, may be ready for a makeover with Pune Municipal Corporation evincing interest in taking it over from the Khadki Cantonment Board. Municipal Commissioner Pravinsinh Pardeshi, in one of the first initiatives after taking charge, said the PMC would have no problem in taking over the highway stretch for ensuring the safety of road users.
“We are ready to sign an agreement with the Khadki Cantonment Board so that we can take over the possession of the road. As per requirement, we would widen and re-lay the road surface to ensure smooth travelling,” Pardeshi said.
The proposal which is being readied will be sent to the KCB which in turn will forward it to the Southern Command.
The KCB too seems ready to find a solution to the long-pending issue, indicating its readiness to hand over the highway stretch if the PMC approaches it. Khadki cantonment executive officer G S Rajeswaran said, “We have already spent lakhs of rupees in repairing the potholed stretch. The complete re-doing of the stretch would require crores of rupees, which the cantonment board can’t afford. If PMC is willing to take over the road, we will have no problem in handing it over,” he said.
In the last two years, the nearly two-kilometre stretch - from Khadki railway station to the Assistant Commissioner of Police’s office - has proved to be the bane of many motorists. Last year, in June, there were 200 potholes and subsequently the road itself disintegrated following heavy rains.
The road was first with the State Government’s Public Works Department. Other than repairing the potholes after much public ire, the PWD did little. It cited lack of funds as the reason for not re-laying the road completely. The PWD then requested the KCB to take over the road, which it did two years ago but couldn’t do much for lack of funds.
The Khadki stretch sticks out like a sore thumb on the Pune-Mumbai highway passing through the limits of the Pune Municipal Corporation and the Pimpri-Chinchwad Municipal Corporation. While the PMC has widened and concretised the highway in its jurisdiction up to Wakdewadi and is till on the job, the PCMC too is in the process of completing the 61-metre highway widening up to Dapodi. The Khadki stretch, where nothing substantive has been done, is barely 30-35 metre wide.

indianexpress: THE traffic branch of the Pune Police has set up a unique computerised management system to curb growing incidents of traffic rule violations. The system called ‘I@ Police’ will issue computer generated notices to those violating traffic rules at the signals especially jumping signals.The system will be inaugurated by Pune Police Commissioner Jayant Umranikar on Tuesday.
The facility has been set up in a well-furnished room in the DCP (Traffic) office and has 10 computers sponsored by Cognizant Technology Systems. A special software for generating digital notices and keeping a sustained record of registered traffic offences has been installed by Meghasoft Information Technology.
“The software has been designed to store details of over 15 lakh vehicles. The vehicle data has been taken from the Regional Transport Office (RTO). Sharp digital cameras have been installed at prominent chowks to capture the image of the number plate of vehicles violating traffic rules especially signal jumping for a swift crackdown on the offenders,” managing director of Meghasoft Information Technology Manoj Naidu said.
The traffic department has also chalked out a plan in which registration numbers of the errant vehicles will be jotted by traffic cops. These numbers will be fed to the software which will register an offence and produce a printed notice.

techtree: HCL Infosystems has reportedly launched a new range of notebook computers in the country, featuring the company’s ‘Embedded Continuity and Control’ or EC2 technology.
George Paul, Vice President of HCL Infosystems, called the new laptops as ’self healing computers’ because he said, they are able to recover all data in less than a minute.
HCL is calling the new laptops, its “Non-stop series of Leaptops”.
According to company sources, the EC2 technology is mainly designed to protect the system from unwanted/sudden changes in system configuration, operating system, software settings, parameter settings, etc that result from viruses, user errors, and system crashes.
Paul however did say that the EC2 technology is not an alternative to other security measures, including antivirus, firewall, software update patches, and data back up, among others.
The new leaptops with EC2 technology automatically store data in a
back-up space in the machine, and update their own working states at regular intervals.
As such, there is a complete record of all data, including software and user data, residing inside these leaptops, at any given point in time.
In case of a system crash, malfunction, or accidental loss of data, a user can reload the previously recorded image, and get the computer working like it was when the image was recorded.

Sven Boetcher, Product Manager for Professional Systems, Sennheiser, said that while the RF spectrum is getting ever more crowded, the EM 3732 is flexible to the extent that users have enough alternatives to avoid interference, especially for multi-channel systems.
The EM 3732 features a wide 90MHz switching bandwidth, an infrared interface, six user-selectable fixed frequency banks, one user bank with up to sixty channels that can be programmed in increments of 5kHz, and the ability to automatically search for free frequencies within any frequency bank, among others.
According to Boetcher, the EM 3732 is ideal for multi-channel systems because of these attributes.
The user interface of the EM 3732 guides users through intuitive operating menus using easy-to-remember icons. Navigation is facilitated by a jog dial, and frequently used menu items are accessible through Hot Keys (convenient shortcuts). Besides, an overview of settings can be quickly obtained.
The level of the Twin Receiver’s audio output signal can be set in increments of 1 dB, and is available both at a transformer-balanced XLR-3 output, and a digital AES3/EBU audio output for digital mixing consoles.
The EM 3732 can provide a sampling rate (44.1kHz, 48kHz, 88.2kHz or 96kHz/24 bit), or can be synchronized by an audio mixer via a BNC connection. The Twin Receiver’s HiDyn plus expander is not an analog component, but is DSP-based, thus enhancing audio quality.
